02 (Telefonica) used have the iPhone locked down but their contract with apple ran out or something and Orange pounced. O2 have PAYG on it though...

Loads of Carriers have the iPhone now.

Some of them advertise it less than others. The t-mobile one would be hard to find if it wasn't for the "Best Selling" link hidden near the bottom of the page.
