In some cases it may. If they're using a custom DNS server to block particular domains, then yeah, more than possible this can work sometimes.

Because I got lazy on my server :P I've had slightly more pressing issues to cope with; Bukkit updates, Plug-in updates, New Worlds (Damn you new world generator in 1.8!)
