Depends what exactly you're after
Cardiovascular I'd say running, cycling (at a gear just too low for you to be comfortable with), swimming if done at a reasonable pace.

Bicycles are better than motorbikes (or hairdryers with wheels, which is what you're limited to by your CBT) for shorter distances. I know I keep going on about it, but a decent bicycle will be a lot ... |

With the £1.5k saved from your not getting a motorbike get driving lessons
Buy a cheap runaround with whatever you don't spend on driving lessons
