I live in a Mews and am the leasehold owner. None of the outdoor lights on the property?
are working and I have written to the freeholder asking that something be done about them. Its dark early now and is dangerous. What can be done if they do not reply?

Worst case scenario, send them another letter saying that unless they write a letter of objection within 28 days you're putting your own lights up.

Give them 28 days to reply to this first letter though...
